Laurence Patrick Parsons, Lord Oxmantown, is Chairman of Fulcrix Limited. He brings to the board more than twenty years of experience in international investment, cross-border capital raising and market strategy across the United Kingdom, Europe and Asia.
Lord Oxmantown is a China-focused real estate and investment specialist with a proven track record of originating, marketing and closing European residential, mixed-use and hospitality developments for Chinese high-net-worth individuals, family offices and institutional investors. His career has been dedicated to bridging Chinese capital with credible European projects, and he has placed more than US$80 million of Chinese capital into UK and European real estate.
He was formerly Director of Sales and Marketing for Asia at the Battersea Power Station redevelopment in London, one of Europe’s most significant regeneration projects. He led multi-city sales networks across Mainland China, Hong Kong and Southeast Asia, converting culturally adapted marketing and distribution strategies into sustained off-plan sales.
He is the Founder and Managing Director of Irish Birr Capital, where he works with developers, investors and government-linked entities seeking credible, culturally informed access to the Chinese market. He is fluent in Mandarin and French, having lived and worked in China for approximately sixteen years, and is trusted for his ability to represent Western interests with cultural fluency, discretion and a long-term relationship focus.
Lord Oxmantown is the heir of the Earl of Rosse of Birr Castle, County Offaly, a family with a distinguished scientific and engineering heritage spanning astronomy, photography and the invention of the steam turbine.

Callum Morrison is a Director of Fulcrix Limited. He brings to the board a rare combination of financial training, hands-on internet infrastructure experience and three decades of advising and educating businesses on strategy and growth.
Trained as a financier, Callum gained his early industry experience with three international banks, supplemented by roles in television media, internet infrastructure and online intellectual property protection. He served as Service Development Manager at TeleCity Plc, one of the United Kingdom’s pioneering internet infrastructure and data centre companies, in a strategic role covering research, service definition, sales support and overseas development during the formative years of the European internet economy.
He subsequently spent thirteen years as an independent management consultant, working with small and medium-sized businesses across the United Kingdom on strategic planning and coaching owners and leadership teams through periods of growth and change.
Since 2014, Callum has been a Senior Lecturer at Coventry University London, teaching economics, practical entrepreneurship, export and international trade, and leadership. He also serves as academic lead and liaison officer for the university’s partnership with Knights College in Malta. He is a Senior Fellow of the Higher Education Academy (SFHEA) and holds an MBA from Bayes Business School, City, University of London, with a focus on international business strategy and export.
Financial discipline and scale-up strategy
As Director, Callum contributes financial discipline, strategic planning rigour and a deep understanding of the internet infrastructure sector in which Fulcrix’s operator clients build their businesses. His experience guiding SMEs through scale-up supports the company’s own growth as it expands across UK and international markets.

Noor Ullah Choudhary is Chief Executive Officer of Fulcrix Limited, the UK-headquartered company he has led since 2017, delivering carrier-grade OSS/BSS platforms to telecom operators and internet service providers across the United Kingdom, the GCC and South Asia.
Under his leadership, Fulcrix has built a product suite covering the full OSS/BSS stack: billing, customer management, service activation, network monitoring and FTTH provisioning, engineered specifically for telecom operators rather than adapted from generic enterprise software. Beyond OSS/BSS, the company’s services span business intelligence and analytics, cybersecurity, SAP management, and Microsoft licensing and solutions.
Noor is a Fellow of both the Institute of Chartered Accountants in England and Wales (ICAEW) and the Association of Chartered Certified Accountants (ACCA), with more than twenty-five years of experience across KPMG, Grant Thornton and BlackRock, spanning statutory and forensic audit, financial reporting, risk management and international taxation.
His financial background is not separate from the technology work: it is what makes Fulcrix solutions commercially grounded. The company builds systems that operators can justify to their CFOs, not just their CTOs.
Noor has also served as an Associate Lecturer at Coventry University, teaching in London between 2017 and 2021. He is based in London.
